Why chlorine is present in tap water
Water suppliers maintain a disinfectant residual to protect water through the supply network.
New Zealand suppliers use free chlorine. Free chlorine is volatile, which is why it shows up in a hot shower. Ascorbic acid reacts chemically with chlorine rather than adsorbing it onto carbon.

And check what you have got. Christchurch and Wellington are soft, and Auckland runs from soft to moderately hard by source. A filter bought on a national story is a filter bought on somebody else's water, so look yours up.
